מפגש הפורום העולמי של המנהיגות האורתודוקסית

בחינה מחודשת של מערכת היחסים בין מדינת ישראל לבין יהודי התפוצות

מטרת המפגש היתה:  לנסח ולעצב מחדש את מערכת היחסים בין מדינת ישראל לבין יהודי התפוצות, שתלווה תהליך של הידוק הקשרים בין היהדות האורתודוקסית בישראל ובתפוצות.

המפגש נפתח בדברי הרב צבי (הרשל) שכטר, ראש כולל בישיבת רבנו יצחק אלחנן, ישיבה אוניברסיטה, ניו יורק.

בדיון שהונחה ע"י הרב רפי אוסטרוף, יו"ר המועצה הדתית גוש עציון, הועלו הרעיונות וההצעות הבאות:

  • ללוות ולהעניק יעוץ והדרכה לסטודנטים ובני ישיבות מחו"ל הלומדים בארץ, כדי שיוכלו להוות שגרירים ואנשי קשר בין ישראל והתפוצות, לאחר חזרתם לחו"ל.
  • לשגר "שליחים" ישראלים, לתוכניות קיץ בחו"ל, כדי לוודא שישראל נעשה מוקד לפעילויות חינוכיות בחו"ל.
  • להצטרף למיזם של 70 רבנים בשנת השבעים למדינת ישראל, תוכנית המפזרת רבנים צעירים במוקדים שונים בארה"ב לשם הקניית ערכים הקשורים למרכזיות של מדינת ישראל עבור יהדות העולם.
  • חיבור לתוכניות של ישיבה אוניברסיטה ומכללת שטרן בארה"ב ובישראל.
  • ברית ידידות בין קהילות ובתי כנסת בישראל לבין עמיתיהם בתפוצות.
  • להקים ולקיים מערכת תקשורת יהודית עולמית של הציבור והמנהיגות האורתודוקסית בישראל ובתפוצות.

 

היו שאלות שעלו ולא דנו במפגש הזה והופנו למפגש הבא והן:

  1. מה הפורמט המתאים להמשך בניית הקשר וחיזוק מערכת היחסים?
  2. האם יש צורך הכרחי להציג עמדה משותפת, בנושאים קיומיים שעומדים על הפרק בעולם היהודי ובארץ ישראל? (רשימת נושאים לדוגמא: מתווה הכותל, יחס אורתודוקסיה ל"זרמים", הסמכת נשים, תפקידי נשים בבית הכנסת, וכו')
  3. האם ניתן להגיע לעמדה משותפת או להסתפק בהצגת מגוון דעות על רצף מוגדר?
  4. האם ניתן לסדר הכרה הדדית בהחלטות ביה"ד בארץ ובחו"ל?
  5. האם צריך/רצוי חיבור בין הרבנים בתפוצות לבין הרבנות הראשית לישראל?
  6. האם צריך/רצוי חיבור בין ארגונים רבניים בישראל ובתפוצות?

A New Look At the Relations Between Israel and the Diaspora

The purpose of the round table discussion was to create and articulate a functional model for information and programmatic interchange between communities in the Diaspora and Israel, in order to enmesh the bonds between Orthodoxy in Israel and in the Diaspora.

Rabbi Herschel Schachter, Rosh Kolel at Rabbi Isaac Elchanan Theological Seminary, Yeshiva University, gave opening remarks and helped create a focus for the ensuing discussion.

Rabbi Rafi Ostroff, Chairman of the Religious Council of Gush Etzion, conducted the forum, which focused on the following ideas and issues:

  1. To provide guidance and supervision to students, spending a year of study in Israel, so that they will become ambassadors and liaisons to Israel, upon their return to the Diaspora.
  2. To send "messengers[shlichim]" to summer programs in the Diaspora, in order to insure that Israel is placed on the educational agenda.
  3. To join the "70 Rabbis in the 70th year" initiative, a program sending seventy rabbis to a wide range of locations in the United States, to help communities focus on the importance of the centrality of Israel.
  4. To connect to ongoing Zionistic activities of Yeshiva University's Yeshiva and Stern Colleges.
  5. To define and implement a "Covenant of Friendship" (( ברית ידידות that would generate joint activities with communities  in Israel with communities in the Diaspora.
  1. To create and maintain a world Jewish communications network to service the needs of the Orthodox leadership in Israel and in the Diaspora.

Other questions which arose at the round table discussion were deferred to the next opportunity for deliberation.  The topics were:

  1. What is the appropriate format for ongoing interaction between Israel and the Diaspora?
  2. Is it essential to pose a joint "position" regarding current issues on the Jewish agenda today? [e.g. Kotel prayer sections, Orthodoxy's relationship to "streams", Semicha for women, Role of women in the Synagogue, etc.].
  3. Is it important to declare a stated conclusion, or is it sufficient to present variant ideas as part of a spectrum?
  4. Can there be mutual respect and recognition of Halachic rulings done in Israel and in the Diaspora?
  5. Should this forum seek a connection with the Chief Rabbinate?
  1. Should this forum seek connections with Rabbinic organizations in Israel and in the Diaspora?
